Use It or Lose It? Greedy cellphone companies

Yesterday I was struck by the thought,
Why don’t cell carriers provide roll-over megabytes/gigabytes for bandwidth paid for but not used each month? Why is it "use it or lose it?"
I immediately tweeted that.
